At approximately 19:30 local time, civilian Michael Wayne reported an altercation with his upstairs neighbor, Billy Robert Stokes. The dispute had been documented numerous times over several years and was initially treated as another routine domestic incident. Upon entry into the residence, Mr. Stokes was observed standing in the hallway with his left leg bent at an unnatural angle. Despite exhibiting clear signs of fatal trauma, the subject remained mobile and unresponsive to verbal commands

INCIDENT SUMMARY

At approximately 19:30 local time, civilian male Michael Wayne reported an altercation with his upstairs neighbor, Billy Robert Stokes.


The dispute between the two individuals had been reported multiple times over several years. Local law enforcement records indicate frequent calls to the residence, typically resolving without formal action.


Initial reports on this date suggested another domestic disturbance. Law enforcement response was delayed until a second call from Mr. Wayne described a medical emergency involving Mr. Stokes. Officers were dispatched shortly thereafter.



RESPONDING OFFICER STATEMENT (Consolidated)

Upon arrival, officers spoke with Mr. Wayne, who was described as agitated and exhibiting manic behavior.


Mr. Wayne reported that Mr. Stokes had been “acting strange” and stated that he had been physically assaulted and choked inside the upstairs apartment.


Officers reported hearing sustained screaming coming from the upper unit. Mr. Stokes did not respond to repeated knocking or verbal commands.


Officers breached the apartment door.



CONTACT WITH SUBJECT

Upon entry, officers observed Mr. Stokes standing in the hallway, leaning against the wall.


His left leg was bent at an unnatural angle. He appeared unable or unwilling to correct his posture.


As officers approached, Mr. Stokes became immediately hostile and attacked one officer without verbal warning.



USE OF FORCE

Officers discharged their weapons, striking Mr. Stokes multiple times.


Despite this, Mr. Stokes continued to apply sustained pressure to the officer’s throat.


An extended physical struggle followed, resulting in injuries to multiple officers.


Mr. Stokes eventually released the officer.


The officer succumbed to injuries sustained during the assault.
